Most of the time, this means the computer is using the wrong printer entry, an old driver, a stuck queue, a broken scan/print package or a network discovery issue.
Before reinstalling the printer
Run through the safe checks before you spend money, reset devices or start changing settings you may need later.

Phone printing often uses a different route
Phones often print using AirPrint, Mopria or the printer maker's app. A Windows or Mac computer may need a fuller driver package, scanner software, network discovery and a clean queue.
That is why the phone can work perfectly while the computer sulks. The phone has proved the printer is not dead, but it has not proved the computer is set up correctly.
The wrong printer entry is common
Computers collect printer entries over time. You may see the printer name listed two, three or four times. One entry might be USB, one might be network, one might be an old WSD entry, and only one is actually reliable.
A clean fix means removing the clutter, installing the right driver, setting the default printer and testing a real document, not just hoping the next print job behaves.
